 JOB PURPOSE

At WFP Regional Bureau in Cairo, we provide strategic and technical guidance to WFP operations in 17 countries: Algeria,Armenia, Egypt, Iran, Iraq, Jordan, Kyrgyzstan, Lebanon, Libya, Morocco, Palestine, Syria, Sudan, Tajikistan, Tunisia, Turkey and Yemen.

The Regional Bureaus’ (RB) Supply Chain lead the strategic positioning of WFP supply chain in the region, promoting corporate and regional best practices and engaging with partners at the regional level for innovative and optimized regional supply chain performance. As such, RB Supply Chain is the first line of supports to Country Offices in the implementation of supply chain

strategies, policies, processes, systems and tools, from design and implementation to monitoring and measuring supply chain performance.

The Regional Bureau Cairo (RBC) is the largest of the six WFP RBs, with the estimated budgets for food transfer cost (FTC), i.e.cost of logistics to deliver the food from the source to the beneficiaries, amounting to $ 588 million (2019 est.) representing 36% of WFP global food transfer budget.

The total quantity of food handled in 2018 was 1,98 million mt (valued at over $900 million, excluding the FTC) which represents 43% of WFP total tonnage handled last year. Lastly, the 17 countries with active WFP operations under RBC are amongst the most complex and diverse operations managed by WFP globally. In addition, RBC covers 10 “oversight” countries with currently no WFP in-country operations and it also sources food from a number of those as well as from “operationally active” RB countries.In line with RBC Supply Chain functional terms of references, the Logistics Officer NOB will lead to Commodity Accounting and Fund Management team and provide expertise, analytics, periodic and ad hoc support to supply chain operations in RBC countries,to ensure an effective and integrated supply chain approach to meeting the food assistance needs of beneficiaries as well as services requirements (e.g. transport, other logistics services) of other humanitarian partners.

Responsibilities

1.Lead the Funds Monitoring and Commodity Accounting team and ensure adequate response to field support requests during the

budget planning review and Country Strategic Plan (CSP) implementation.

2.Ensure continuity of operations and mitigate the risk of deficit or surplus through adequate budget planning and monitoring to ensure

full cost recovery and fund management process

3.Review the Supply Chain funds monitoring controls and reports needed to measure performance (actual vs. planned) and cost

analysis, including the quarterly monitoring tool for Country Strategic Plan (CSP)

4.Ensure International Public Sector Accounting Standards (IPSAS) compliance through monthly monitoring of open logistics

Purchase Order (POs) and on-time creation of Payment document/Logistics Service Entry sheet (SES)/ Good Received Notification

(GRNs)

5.Ensure compliance with corporate budget planning and funds management policies, procedures, financial rules and regulations.

6.Support Country Offices / Regional Bureaus Corporate Task Force in the on-set of large-scale emergency operations and at the

inception of the CSPs.

7.Monitor RBC global Supply Chain KPIs and advise Country Offices in the region for necessary actions

8.Ensure that all Supply chain Matrices (budgeting estimation tool) are reviewed and cleared at Regional Bureau level and have all

valid supporting documents and calculations before being presented for HQ release.

9.Ensure that country offices transactions are performed according to the standard business processes and corporate guidelines;

10.In liaison with other units and departments, identify bottlenecks in the country offices commodity tracking and provide solutions;

11.Ensure Physical Inventories are carried out by all country offices on a monthly and quarterly basis at each storage location and

reconciled and captured in the system before the closure deadline;

12.Implement best practices and advise CO management on any anomalies;

13.Regularly visit to country office to ensure standard set of documents are used, their flow to data-entry stations is timely and

standard Commodity Accounting procedures are followed by all throughout the country with feedback to Head of Supply Chain;

14.Ensuring that corporate policies and guidance are disseminated to Country Offices; Providing support to Country Offices in

implementing corporate rules, regulations and guidance.

15.Identifying needs across the region for new/improved tools/policies and sharing them with HQ Supply Chain division for potential

development, coordinating rollout of corporate tools and subsequently ensuring adequate technical support to County Offices

16.Aggregating training requirements for the Country Offices in the region and organizing targeted training events to develop the

required skills and capacities at the Country Offices.

17.Conduct oversight and compliance mission and ensuring that internal and external oversight and compliance recommendations

are efficiently addressed by the County Offices

18.Perform any other business as required

Qualifications

Language:

• Working knowledge (proficiency/Level C) of English
• Basic knowledge of Arabic would be a plus

Experience:

At least 8 years of relevant professional experience

Education:

Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related fields, or First University degree with additional years of related work experience and/or training/courses.

Experience preparing and managing supply chain and project budgets

Proven ability to provide analytical support and recommendations for operational costs and funds utilization optimization

Operational experience with integrated transport/supply chain operations including inventory management.

Excellent knowledge of software such as Excel, and knowledge of SAP

Experience in handling financial and accounting policies and procedures

Experience managing teams

Good communications skills both written and spoken

Proven ability to build and maintain effective work relationships with technical counterparts, managers, and staff within HQ/regional/country office.

Knowledge & Skills:

• Experience in commercial or humanitarian transportation sectors.

• Experience monitoring and reporting on transport and freight market conditions and trends.

• Experience in dealing with shipments and clearing imports/exports with customs officials.

• Experience coordinating procurement and transportation processes with other units/ teams.

• Experience in warehouse and commodity management.

• Experience working with corporate systems (databases, software).
