Job Title: Purchasing Manager
Responsibilities:
1. Prepares the Logistics & Project Management department annual budget plan (i.e., Procurement and Purchasing, Warehouse and Project Management) and submits to the CEO for review and approval.
2. Prepares the Logistics department procedures manual for the overseen Functions (i.e., Procurement and Purchasing, Warehouse and Project Management) and submits to the CEO to review and approves.
3. Sets the standards and performance measures (KPIs) of the Logistics & Project Management and cascades it down to his direct reports and monitors their timely implementation.

Procurement & Purchasing Operations:
1. Sets the suppliers’ evaluation criteria, and regularly assesses and develops suppliers’ performance.
2. Negotiates, identifies and qualifies suppliers for the Group for main components based on; best available prices, lead-time, payment terms, quality, and flexibility, reflecting suppliers’ reliability.
3. Establish and manages a process to measure and report suppliers’ reliability, in terms of quality, delivery time and flexibility in fulfilling irregular orders. Reviews and monitors the regularly update of the Preferred Suppliers List.
4. Provides insight on local and international identified suppliers’ capabilities, to facilitate the decision of the locally produced components to achieve cost reduction and better lead-time.
5. Prepares the internal and external purchasing plans, focusing on total-delivered-cost to the production and non-production items ensuring their alignment of the procurement strategy.
6. Monitors the buying process ensuring the fulfillment of the requirements with the best quality, price and timely delivery, while also ensuring the total compliance to the D purchasing process.
7. Manages the materials return process in coordination with the QA department, to minimize material losses.
8. Conducts regular visits to the major suppliers to follow-up on their performance and to maintain a long-term and credible relationship with them.
9. Prepares and submits a monthly activity report to the CEO highlighting the material prices, payment terms and the progress of work in the Procurement and Purchasing Department.
Warehouse Operations:
1. Manages and monitors the warehouses operations ensuring total compliance to the company storage standards, safety measures, and ISO requirements.
2. Ensures proper coordination between the warehouse and the purchasing department to achieve the balance between the delivery of materials and the availability of stock in the stores area.
3. Ensures the accuracy of the periodical and annual physical count for the warehouse.
4. Communicates to senior management on the storage expansion requirements and recommends alternative suggestions for storage means while ensuring the suggestions comply with Company safety standards.
5. Reviews the slow moving items reports and communicates to the Operations department for taking corrective action.
6. Reviews and approves the monthly activity report submitted by Warehouse Section Head highlighting, the accuracy of the stocks, the balance of the raw material, stock level of the spare part and accessories prepares quarter warehouses activity report accordingly and submits to the CEO.

Project Management Operations:
1. Calls for an internal kick off meeting with all the concerned parties to communicate the details of the project and to obtain approval on the required resources to form the assigned project team.
2. Receives and reviews the projects’ plans including; project budget, milestones, delivery dates, and required resources submitted by the Project Coordinator.
3. Follows up on the project different stages ensuring implementation is within the project scope and in-line with the set budget and also ensures that all the legal matters, public relations and government authority dealings are done.
4. Reviews periodical progress report outlining project status; occurring or potential obstacles/delays submitted by the Project Coordinator and ensures communication to all involved parties to identify solution (if needed) and/or share a common understanding.
5. Analyses projects’ actual man hours and expenditure versus planned, and generates statistical analysis showing percent deviation. Submits to the CEO to take corrective actions.
People Management:
1. Conducts performance appraisals sessions of his direct report in due time. Reviews and approves the performance appraisals conducted by his first liners to their subordinates, ensuring a timely, efficient and objective Performance Management process.
Approves and follows-up on the implementation of training and development plans for department staff.
Education and Experience:
B.Sc. from any discipline
10 years of experience in a relevant field and industry, with at least 3 years in a relevant managerial position
Experience in Food and Beverage is a MUST
