HSEQ Officer/Technician
Position Details:
Position Title: HSEQ Officer/Technician
Department: HSEQ department
Reports To: HSEQ Manager
Role & Responsibilities:
The HSEQ Technician is a member of the HSEQ Team, HSEQ Officer’s role & responsibilities are to assist the Site HSEQ Manager in the implementation of the Health and Safety Management System. The duties include but are not limited to the following;
• Ensure implementation of the HSE Management System on the all activities of the site.
• Assist and coordinate with the HSEQ Manager and all personnel assigned to the site in establishing an overall HSE Management Plan based on Companies IMS Management standards and site requirements.
• Monitors compliance to the Company HSEQ by conducting regular inspections and internal auditing of site activities.
• Report immediately to the HSEQ Manager any serious safety breaches that place workers in life-threatening situations.
• Assist the HSEQ Manager in undertaking risk assessments and identifying safe systems of work to be recorded in safe work method statements.
• Complete the incident notification and investigations and issue the report within 3 hours to the Plant Manager and HSE Manager.
• Develop and deliver the Site Safety Orientation Training for all workers including Subcontractors and visitors prior to starting work or visiting the site.
• Undertakes as a minimum a weekly safety and equipment inspection and prepares a report for submittal and review with the HSEQ Manager. This report is also transmitted to the Plant Manager.
• Assist in implementing programs, monitoring and analyzing systems and emergency response capabilities.
• Assist in audits of jobsite on a routine basis to verify compliance and report findings to management.
• Audit the registers and permit to work systems maintained for lifting equipment, confined spaces, hot works, Lock-out/Tag-out, etc.
• Assists in administrative duties such as filing, entering data into HSE computer systems, weekly and monthly reporting, stocking forms, etc.
• Assists in document safety inspections, reporting non-compliant areas/procedures and recommending corrective actions/procedures, and maintaining safety equipment supply and availability.
• Inspect site areas for fire prevention equipment and other safety and first-aid supplies for accident prevention devices.
• Assist Maintenance Supervisors in delivering Pre-Task Briefings to the workforce on the control measures identified in risk assessments and the safe system of work to be adhered to
• Conduct a daily tour of the working areas and log details of the observations on the Daily Observation Register. Unsafe conditions and unsafe acts are to be reported immediately. Raise Near Miss / Incident Reports when highlighted.
• Undertake a weekly Toolbox Talk with site assigned personnel and ensure that records are maintained of the talks.
• Observe workers to determine use of prescribed safety equipment such as (e.g. safety shoes, safety glasses, helmets, goggles, respirators and clothing).
• Test working areas for noise, toxic and other hazards.
• Demonstrate use of safety equipment.
• Provide weekly input of H&S statistics and data to HSE Manager.
• Exercise professional conducts at all times.
• Attend Subcontractor held Toolbox Talk sessions.
Minimum Qualifications Required:
REQUIREMENTS:
• At least 2-3 years of experience as an HSE officer / Technician.
• Minimum 5 years overall experience.
• Good English language written and spoken.
EDUCATION:
• Vocational Technical High School Diploma / Certificate.
• Post-graduate studies in Industrial Occupational Safety &Health and Environment.
EXPERIENCE:
• Good knowledge in OHSAS 18001:2007, ISO 14001:2015 and ISO 9001:2015 standards.
• Good communication and interpersonal skills.
• Good written communication skills with the ability to compile and present reports.
• Must possess Good Level skills in Microsoft Office Suite (Excel, Word, PowerPoint and Outlook).
